Chronology of UFOA Achievements

1946 UFOA gained affiliation with the IAFF - Local854 as the first all superior officer group. This was a result of the officers organizing in 1944.
1947 UFOA initiates welfare program through formation of Surgical Assistance Fund.
1948 UFOA gains "cost of living" bonus as part of salary for workers.
1949 Oxygen Therapy Service Truck donated by UFOA to the Fire Department.
1950 Two completely equipped Drunker-Collins Duplex Respirators, commonly called "Iron Lungs" donated by the UFOA to the NY Chapter of the National Foundation for Infantile Paralysis.
1951 Gas Masks introduced (legislation vetoed by Gov. - got Fire department to provide).
1951 UFOA wins 75-25% for Article 1B member battle - Fire Officers lead picket at City Hall - concerted campaign earns increments for Widows and pensioners.
1952 Bitter fight against elimination of fire companies is big win.
1953 42 hour workweek won by UFOA.
1954 Acting Out of Title - Captain as ABC, lawsuit won.
1955 Upheld Acting Out of Title.
1957 Social Security coverage for Fire Officers is granted by Congress and Board of Estimate.
1959 UFOA granted NYC Labor Department Exclusive Bargaining Certificate as representative for all Fire Officers.
1960 UFOA achieves successful legislation in struggle for "1/60" Bill Albany.
1961 Standards for Welfare Island testing school.
1961 Two platoon system established.
1962 UFOA inaugurates Group Insurance Plan for Fire Officers - restored 1939 wage differential salary rate between Fire Officers and Firefighters.
1962 Arbitration
1963 ½ pay Article 1B.
1963 "2 1/2 %" Pension pick-up passed in State Legislature.
1964 UFOA achieves Death Gamble Legislation and Disability Pensions
1964 Divisions of Safety established.
1964 Repurchase prior City Pension Credit.
1964 Family Protection Plan and Final Salary for all retirees
1966 Dental Insurance Plan for all officers.
1967 Health Plan for all LOD widows, group insurance for dependents, supplement retirement allowance.
1967 National Safety Council Congress honored UFOA for it's safety campaign activities
1968 Flame committee organized, get AFD agreement and established campaign
1969 Lung Bill, 15 year vesting, 1/40 final pay.
1970 Variable Supplement Fund, Death Gamble first $50,000 converted to life insurance, UFOA begins program against firefighter harassment and injury.
1971 Second book The Fire Officer.
1971 Given the right to engage in political activities.
1973 Wins pension wars - march on Albany
1974 Deputy Chiefs and Fire officers deemed non-confidential and managerial employees, UFOA gets "new fire retardant garments."
1975 UFOA fights City Hall's cuts - UFOA negotiates cost of Living Clause, UFOA wins case against City "City guilty of improper labor practices." UFOA establishes ½ hour meal periods and increase insurance benefits.
1979 Heart study book published
1980 UFOA Group Insurance Plan increases coverage to $100,000 for it's participants at no increase premium cost.
1980 Prior City service applied toward 20 years retirement.
1981 UFOA wins Heart Law, decisive approval from New York State Court of Appeals - Pension Fund deficit of One Billion Dollars solved - New I.B.P.
1984 New York State pays for First-Line Supervisor Training.
1985 New anti-arson law requires Doctors to report burn injuries to the Office of Fire Prevention.
1986 The first Toxicity Data Bank established in New York and the UFOA leads the way.
1986 Chief of Department's exam won.
1986 Catastrophic Insurance, first NYC union to start program leading the way for all other unions who signed up.
1987 Implemented "COBRA" (public and private employers must offer temporary extension of Group Health Plans to no more than 120% of cost of group rate where coverage normally terminated for Non-Line of Duty Widows and eligible dependents).
1988 30 day retirement restriction removed.
1989 Line of Duty Death Benefit from Federal Government increase in $100,000.
1990 Retiree's Dues Check-off
1993 Safe Streets, Safe City-UFOA included
1993 "Contract Deal" Full longevity, no stretch, large increase in Annuity Fund.
1994 Cancer Bill signed into law. A first in the State and only for Fire Officers and Firefighters.
1995 Bunker gear to all members and distributed without cost to members.
1995 UFOA Group Health Insurance to $250,000. Temporary Benefits Extender
1996 P.E.R.B. achieved after override of Governor's veto, await outcome in courts
1997 (PERB) Temporary Benefits Extender
1998 (PERB)
1999 Final Year Averaging Bill for Tier II members, Hepatitis/HIV/TB Bill, and Five Year Vesting Bill passed in Albany. Temporary benefits extender
2000 Permenant COLA; Veterans Buy Back Bill;
increases to Article 1 Widows Pension and ITHP.
Enhancements to Tier II members which includes:
Final year average salary and Death Gamble Bills.
2001 Elimination of the 30 year cap for Tier II members. Passed in 2001 and signed in 2002. Temporary Benefits Extender
2002 VSF Bill was enacted and for the 25th year in a row the Widow's Bill was passed.
2003 Additional Cancers Bill signed into law. Passed Temporary Benefits Extender Bill. Passed L.O.D. Widows 3% COLA Bill.
