Since program inception over 20 years ago, the UFOA Catastrophe Major Medical Plan has never received a premium rate increase.  We were able to forestall an increase in 2003 by a negotiation of the financial conditions of the contract.  We also searched the marketplace to find another carrier capable of providing this vital program to no avail.
