Nominations for Election to Executive Board
According to the UFOA Constitution and By-Laws Article II, Section 1, (c) – “Nominating petitions shall be received by the Executive Board during the period from the opening of the regular meeting in May until the close of New Business at the regular meeting in June, or as may be provided for under Special Elections." Accordingly, nominations are now open. Petitions may be obtained at the UFOA office and also at tonight's meeting. All petitions must be returned to the Recording Secretary, Jack Mc Donnell, by the close of new business at the regular membership meeting on June 9 th . Ballots will be mailed to all members on the next business day, Friday, June 10 th and must be returned to American Arbitration Association by Friday, June 24 th . Results of the election will be announced on the hotline the same day.

CIMS Report
The UFOA wants to thank Chief Hayden for having the courage to stand up for the safety of all fire officers and fire fighters. He put his career on the line because he knows that the CIMS document in its present form can and will endanger public and fire fighter safety.
I want to give a special thank you to every member who turned out last Monday to support Chief Hayden. Many of you waited for many hours until Chief Hayden gave his testimony. I know it meant a lot to Chief Hayden and sent a message to the Mayor that we support our Chief of Department.

EMS Committee

John Dunne and Jack McDonnell will be the Board liaisons to this committee. This committee has been formed in response to the Department's desire to expand the role of fire fighters and fire officers in the delivery of pre hospital medical care. The committee will work with the Department and the EMS union of the FDNY. For any plan to be successful, there must be an agreement between all parties. I believe this committee is an important first step to this process.

Chiefs Officers' Comp Time
The Department has approval from the Office of Management and Budget to promote 27 Battalion Chiefs and 2 Deputy Chiefs over quota. The Department is currently 10 over quota in the BCs rank, those Chiefs are currently working on fatal fire investigations. So there will be an additional 17 promotees to BC along with the 2 DCs.
The Department stated that these promotions will be utilized to accommodate additional requests for comp time reimbursement. The following suggestions were made:
- Requests for groups/blocks of tours be permitted;
- Requests made for groups of tours be submitted well in advance;
- Approvals for all tours are to be made well in advance.
We met with the Department just yesterday and will have a follow up meeting shortly. We will provide specific information to Chief Officers after a final agreement has been reached. We want to remind you that we need to document the requests for comp time that you submit. This will enable the Board to identify the number of tours requested and the number of tours denied. When you submit a request, please fax a copy to your Chiefs' Representatives at 212-292-1560.

CD-73
By the end of next week members will be able to access and print out a copy of their WTC CD-73 with the agreed upon language through the FDNY Intranet. This will require your Social Security or Tax ID number along with your date of birth. Due to a programming problem, amendments to the electronic CD-73 are not possible at this time. However, members can amend the printed version in the interim.

Personal Safety System
The UFOA Safety Committee continues to monitor the selection process for the components of the Personal Safety System. Tests and evaluations of ropes, descender devices, anchor point hooks and packaging systems are ongoing daily at Randall's Island and the PSS Committee meets weekly at FDNY Headquarters. The decision on components could be made as early as the first week in June. All members up to the rank of Deputy Chief will be issued a PSS. The Department's goal is to have everyone outfitted and trained within a six month period. An eight-hour overtime/comp time tour is in the planning phase.

Apparatus Cameras
There has been one vehicular accident recorded since the pilot program has been implemented. It occurred on an FDNY ambulance. We heard a number of questions at the April meeting and have sent a letter to all companies that are part of the pilot program. We want the particulars of all unusual occurrences and any questions that may arise. There are a number of issues that must be addressed if the Department wants to implement a job-wide policy on apparatus cameras.

Legislative Report
The UFOA's 2005 legislative agenda is where we had hoped it would be today. The two-year extender bill for Temporary Benefits (heart bill, cancer bill, HAT bill, ITHP) has been passed by both houses and sent to the Governor.
Two-year extender bills for Tier II status for new hires, and the ability to go to PERB if bargaining with the city fails were signed by the Governor yesterday. The Governor has until next week to act on the Temporary benefits extender.
The 3% Cost of Living Adjustment for line-of-duty widows has passed both houses and is waiting to be transmitted to the Governor.
The World Trade Center Presumptive bill is on the calendar in both houses and we expect it to be passed when the Legislature comes back next week. We have assurances from the Senate there will be a prompt transmittal to the Governor and the Governor will have 10 days, excluding Sundays, to act on the bill. The Public Employee Conference, the umbrella group that has been in the forefront of this three-year battle, has made it clear to everyone in Albany that we will seek a legislative override if the Governor vetoes this bill for the third time.
At this point we want to make it crystal clear to the membership that the Governor has been negative on this bill at the insistence of Mayor Bloomberg. Both the Mayor and the Governor fought very hard for a billion dollar insurance policy for the construction workers at Ground Zero, paid for by FEMA. But for three years city and state employees that were part of the recovery effort have been told to get lost. The time has come for the Governor to let the Mayor know who's the boss.
There are a number of other bills we will be pushing in the last six weeks of the legislative session. One of them, the Stroke Bill, is on the Senate floor and may be passed next week. Traditionally, these bills are not considered until late in the session. We will report more fully on the rest of the UFOA agenda as events in Albany occur.

1127 Federal Litigation
Last month the City requested and was granted an extension until April 27 th to file their final papers. At this point we are awaiting the final ruling from presiding Judge, Barbara Jones.

Police and Fire Widows' and Children's' Picnic
The annual Rusty Staub picnic to benefit the widows and children of our fallen firefighters and police officers will be held on Tuesday, June 7 th at Shea Stadium prior to the start of the Mets vs. Astros game. Anyone interested in helping out should contact Jim McGowan at 212-293-9300.

2005 Ted Green Memorial Scholarships
The NYS Honorary Fire Chief's Assoc and NYS Professional Fire Fighter's Assoc. scholarship application is available tonight. This is open to high school seniors and recent high school graduates who will not have completed more than one year of college by September 2005.
